The Vice Chancellor of the Karnataka State Law University, Hubli makes the following Regulations under Section 86 read with Section 34(2) (ii) and Section 49 of the Karnataka State Law University Act, 2009.

1. TITLE

These Regulations may be called as The Karnataka State Law University’s Regulations Governing the Three Year LL.B., Degree Course in Law.

2. EXTENT

These Regulations extend to all University Law colleges, departments of studies in Law and all affiliated Law Colleges within the jurisdiction of the Karnataka State Law University which are accorded permission to start three year degree course in Law.

3. COMMENCEMENT

These Regulations shall come into force from the beginning of the academic year 2009 -10.

4. DEFINITIONS

In these Regulations the expressions “University”, “University Area”, “College”, “Affiliated College”, “Department”, “Department of Studies”, “Post Graduate Department”,  “Post Graduate Department of Studies”, “Teachers”, “University”, “University Area”, “University College” and Principal bear the same meaning/s as assigned under section 2 of the Karnataka State Law University Act, 2009.

5. THE COURSE & DURATION

               (a) LL.B., Three Year Degree Course shall be of three years duration spread over

six semesters.

               (b) Each academic year shall be divided into two semesters.

               (c) Each semester shall consist of 18 weeks.

               (d) The papers and the syllabus shall be as given in the schedule appended to these

Regulations.

6. INSTRUCTIONS & TRAINING

(a) Instructions and training for the course shall be not less than 30 class hours per week including tutorials, Moot Court Exercise and seminars provided there shall be at least 24 lecture hours per week.

(b) There shall be for each paper, four class hours of one hour duration each and one hour of tutorial/moot court/project work per week.

(c) Each Registered student shall have completed minimum of 12 weeks internship during the entire period of legal studies under NGO. Trial and appellate advocate, judiciary, legal Regulatory authorities, Legislature and Parliament, other Legal Functionaries, Market Institutions, Law Firms, Companies and Local Self Government.

(d) The internship in any year cannot be for a continuous period of more than four weeks and all students shall at least gone through once in the entire academic period with trial and Appellant Advocates.

(e) Each student shall keep internship dairy in the form stipulated by the University and the same shall be evaluated by the guide in Internship and also a core faculty member of the staff each time. The total marks shall be assessed  in the Final Semester of the course in the 4th Clinical paper as stipulated under the Schedule appended to these  Regulations.

Explanation

A College or Department shall be deemed to be working whole time if the working time of the college or University Department extends to at least eight hours continuously on every working day comprising of class room teaching of four periods, each period being of one hour duration and the remaining four hour devoted to clinical, curricular and co-curricular activities.

ELIGIBILITY CRITERIA FOR ADMISSION TO 3 YEAR LL.B., COURSE

(a) An applicant who has graduated in any discipline of knowledge from a university established by an Act of Parliament or by a State Legislature or an equivalent national institution recognized as a Deemed to be University   or Foreign University   recognized   as equivalent   to the status of an Indian University by an authority competent to declare equivalence, may apply for Three-year degree course in law leading to the conferment of LL.B.  degree on successful completion of the regular programme conducted under the KSLU Regulations.

(b) Minimum    percentage    of marks   in qualifying examination   shall not be below 45% (44.5% ) and above shall be treated  as 45%)  of total  marks  in case  of General  category  applicants,  42% (41.5%  and above shall  be treated  as 42%)  for OBC  category  and  40%  (39.5%  and above  shall be treated  as 40%)  of total marks  in case of SC and ST applicants.

Explanation:-

(i) An applicant who has passed the 3 years U.G.  degree from Open or Deemed University recognized by & established under the UGC Act, after prosecuting   the studies in the pattern of 10+2 at Secondary/Higher Secondary   Schooling is eligible for admission.

(ii) The applicant who has passed the qualifying examination U.G.degree in a single sitting examination is not eligible for admission to 3 yr LL.B Law Course of KSLU, Hubballi.

ADMISSION PROCEDURE

(a) Admission to the course shall be made strictly on the basis of merit. While making admission to the course reservation policy of the Government of Karnataka governing admissions to higher educational institutions issued from time to time shall be observed.

1. b) 2 seats under supernumerary quota shall be reserved for the Jammu and Kashmir students within the sanctioned intake until the last date of admission as per the orders of Govt. of India.
2. c) 5% of seats shall be reserved for the Kashmiri Migrants until the last date of admission as per the orders of Govt. of India, Dept. of HRD, New-Delhi. The persons claiming the status of Kashmiri Migrants should produce the identity card issued by the Jurisdictional Deputy Commissioner and District Magistrate of the Government of Karnataka   to this effect.
3. d) Reservation for Hyderabad – Karnataka students under Art 371 (J) as per rules shall be adhered to 8%of the seats shall be reserved for them.

e) 3% of seats shall be reserved for physically challenged students as per rules applicable. 5% of seats shall be reserved for Gadinadu/horanadu Kannadiga (Those studied I to 10 std. in Kannada medium from outside Karnataka state).

FEES

1. a) All Principals are strictly instructed to collect the fees as prescribed by the University and Government of Karnataka.
2. b) The college shall apply to concerned District Social Welfare/BCM Department for the reimbursement of SC/ST/OBC students fees.
3. c) Candidate seeking admission to the LL.B., degree course and those admitted to such course shall pay the tuition and other fees as prescribed by the University from time to time.
4. INTAKE

               No College shall admit students in excess of the sanctioned intake.

15. MEDIUM OF INSTRUCTIONS

The medium of instruction in the LL.B., degree course shall be English. However the examinees shall have the option to answer the question papers in the examination either in English or in Kannada.

13. ATTENDANCE

No student shall be permitted to appear for the end-of-semester examination in a given course unless he/she has, to the satisfaction of the course teacher, fulfilled the course requirements and has put in not less than 70% attendance in the course concerned.

14. PROMOTION

Students are required to successfully complete the entire course within six years from admission to the course.

AWARD OF THE DEGREE

A student shall be eligible for the award of the LL.B., degree after he/she has successfully completed all the prescribed courses in all the semester and has secured a minimum of 40% in the aggregate provided his or her character and conduct are found to be satisfactory during the course.

16. AWARD OF CLASSES AND RANKS

               The award of classes shall be as under :-

Each theory paper is for 100 marks. For 20 marks an internal exam is conducted and 80 marks semester end examination.

1. Application forms for admission can be obtained on payment of Rupees Five hundred in cash or online transfer to the Principal, Panchami College of Law.
2. Applications with incomplete information are liable to be rejected.
3. Eligibility for admission is based on the KSLU rules and regulations.
4. Applications received after the due date will not be considered.
5. Applications should be accompanied with receipt for having paid the application fee.
6. Candidates admitted will have to abide by the rules and regulations framed by the Management of the College from time to time.
7. According to the rules of the University the minimum attendance required for eligibility to appear for semester end examination is 70%.
8. Payment of semester end examination fee is mandatory for promotion to next semester.
9. Students are required to preserve for future reference the receipts issued for the payment of tuition fee.
10. Upon admission an identification card will be issued to each student admitted. After admission to I year LL.B., each student is required to sign the admission Register kept in the office and to carry the identification card with them.
11. Students after I year LL.B., shall take admission to the II/III Year LL.B., by paying admission fee and filling the University admission application.
12. The Principal has absolute right to suspend a student from the college or to issue transfer certificate in case the student misbehaves with any lecturer or college staff or does not obey directions issued by the Principal.
13. Students shall submit the following certificates at the time of admission.
14. 10th Marks Sheet.
15. PUC Marks Sheet.
16. Degree Marks Sheets. (all semester)
17. Provisional Degree Certificate/Convocation Certificate.
18. Transfer Certificate.
19. Migration Certificate. (For Non-Local Students only)
20. Photographs (5 passport and 2 Stamp Size).

(Three sets of photocopies to be submitted along with original certificates.)

14. Completed Application Form should reach the principal not later than August 1st accompanied by all required documents.
